Anthem board approves consent agenda, hears trails update and staff reports

The Anthem Community Council Board of Directors approved the consent agenda and heard a series of staff and committee updates at its June 24 open meeting at the Anthem Civic Building.
The consent agenda was adopted unanimously and included the May 27, 2026 meeting minutes and Resolution 2026-R-08 (First Amendment to AAM IT Professional Service Agreement). The Board then accepted staff reports and financials presented in the posted materials; Director Bob McKenzie moved to accept the reports, Director Laura Hartman seconded and the motion passed unanimously.
Ed Taylor, introduced by Executive Director Aaron Baker, delivered an update for Friends of Daisy Mountain Trails, stressing protection of public access for roughly 5,600 acres of open space, the importance of establishing visible trailheads in online trail applications, and concerns about emergency access and long-term conservation amid a change in Arizona State Land Department easement policy. An audience member, Joe Fifer, also commented on State Trust Land access and roadway constraints near Daisy Mountain.
Director of Finance Dee Norton reported year-to-date financials through May and said approximately one-third of homeowners — about 3,300 to 3,600 of more than 10,000 homes — use autopay; full financial statements are posted online. Special Projects Manager Kenneth Pate updated the board on the Liberty Bell Park Facilities Master Plan and staff said the Liberty Bell Park project is currently projected to come in under budget. Committee chairs provided brief updates, including a Finance Committee meeting on June 23 and a scheduled Anthem Business Support Committee meeting on June 25.
During open discussion residents raised quality-of-life concerns. Leslie Phares reported noise from wildlife and asked for follow-up; Kris Madsen raised concerns about timing and communication for scheduled fence painting and the illumination of flags at the Community Center; staff offered to follow up directly with homeowners and HOA contacts. The meeting adjourned at 7:56 p.m.
