Councilmember Terry Larson explained that preparatory testing would delay equipment mobilization until at least Aug. 1, meaning the full construction could not be completed before the new school year; Larson recommended proceeding now with testing and engineering and rebidding the project in February 2026 so construction could start immediately after school ends. The motion (seconded by Councilmember Brent Dodge) to reallocate about $50,000 for testing, defer the $750,000 construction budget into 2025–26, and return about $700,000 to the general fund passed unanimously.
Council documents estimate the physical repairs will take at least 50 days once construction begins; staff will return with engineering reports and a schedule ahead of the February bid date.
What happens next: staff will complete the core sampling and engineering tasks this year and prepare the project for bidding in February 2026.
