Priest River council approves job-description updates, waives park fee; tables safety-policy and school district fee waiver

The Priest River City Council took several administrative actions at its Feb. 17 special meeting. The council approved updated job descriptions for multiple departments, approved a small fee waiver for an upcoming library event, and tabled two items pending further information or revised language.
Council Member Turner moved and Council Member Mullaley seconded approval of the consent agenda, which included minutes from Feb. 2, payables, a January 2026 reserve transfer and the treasurer's monthly report; the motion passed unanimously.
On personnel matters, Mayor Jeff Connolly and City Clerk/Treasurer Laurel Thomas presented updated job descriptions for Administration, Building & Zoning, Parks, Streets, Water and Wastewater. The council approved the updates with a condition added that the City will pay for up to two licensing tests per license type for Water and Wastewater Operator positions. Council Member Turner moved the approval, Council Member Mullaley seconded, and the motion passed unanimously.
The council approved Control #2026-02-02, a waiver of one $70 park reservation fee and one $25 special event permit fee for the West Bonner Library District's planned 'Reptile Lady' visit; Council Member Brower moved the motion, Council President Turner seconded, and it passed unanimously.
Two items were tabled. Council Member Brower moved to table proposed updates to the City's Safety Policy to allow modification of presented language; Council President Turner seconded and the motion to table passed unanimously. Separately, the West Bonner County School District #83 requested a waiver of water and sewer connection fees (Control #2026-02-04); Superintendent Kim Spacek, Kendra Salesky and Jared Hughes presented the request and Council Member Mullaley moved to table the request for additional information, Council President Turner seconded and the motion passed unanimously.
The council received updates from the Parks and Tree Commission, the police department and Public Works, and heard a written project status update from Welch Comer. There were no public comments. Council Member Mullaley moved to adjourn at 7:18 p.m., Council Member Brower seconded and the motion passed unanimously.
