Residents press council on speed limits, rates and youth programs; archery club grant tabled

Several residents used the July 28 meeting to urge the council on neighborhood safety, maintenance and community programs. Resident Robert Kooren asked the council to reduce the speed limit from the railroad tracks south to 8th South to 25 mph, asked for restricted parking on 4th South between Highway West and State Street, and requested stronger weed-control enforcement. Kooren also suggested the city budget for a summer youth program to help with sidewalk repairs, painting and weed control, and recommended consumer-facing software to let residents track water usage.
Jacob Hansen raised concerns about water and sewer rates and urged the city to press homeowner associations to maintain subdivision parks. Preston Area Chamber President Stevie Emerson provided a brief progress report on the chamber's activities.
Benton Christensen of the Bear River Archers Club requested an Easton Foundation grant to repair and upgrade the city archery building and asked for a long-term city commitment to continue facility use beyond the current 30-year agreement that expires in 2027. The council voted to table that request to the Sept. 8 meeting to allow staff to research the existing agreement and options.
On the consent calendar the council approved routine business licenses and a $500 donation to the 2025 Preston City Amateur Golf Tournament; those items passed as part of the consent approvals. The meeting record does not show immediate action on the speed-limit or rate requests; they were recorded for council consideration.
