Candy Turner sworn in and elected council president; Billy Mullaley also sworn in

At the Jan. 5 Priest River City Council meeting, City Clerk/Treasurer Laurel Thomas swore in Candy Turner and Billy Mullaley as council members. Council Member Turner was then elected council president in a vote with three ayes and one abstention.
City Clerk/Treasurer Laurel Thomas administered oaths of office for Candy Turner and Billy Mullaley at the Priest River City Council meeting on Jan. 5, 2026, formally swearing them in as council members.
Council Member Billy Mullaley moved to elect Candy Turner as council president; Council Member Brower seconded. The motion passed with AYES from Council Member Brower, Council Member Mullaley and Council Member Wagner, and an abstention from Council Member Turner.
Mayor Jeff Connolly presided over the meeting and recorded the administration of certificates of election. The swearing-in and subsequent leadership election were recorded in the minutes; no public comment was offered on these items.
