On Feb. 13 the Cloud Lake Town Council reviewed information related to utility service and regional resilience planning and heard a consumer complaint about a residential solar installation.
Mayor Russ Nidy summarized an earlier meeting with an FPL Customer Advisor in which the utility provided account histories for 2023 and 2024 and cited a 6% increase for 2025, with a total annual account amount noted in the materials as $2,215. The council listed several priorities for FPL and utility coordination: converting utilities to underground lines, coordinating septic‑to‑sewer conversions with undergrounding, and concerns about a 40‑day streetlight outage repair timeframe. Council members asked about timing for removal of old poles and relocation of AT&T and Comcast lines; no definitive schedule was available at the meeting and FPL’s formal rate request is expected to be filed with the Florida Public Service Commission in mid‑2025.
Council also agreed to join a multi‑municipality effort led by Palm Beach County to apply for a Resilient Florida Vulnerability Assessment grant administered by Florida DEP; the County contracted Tetra Tech to perform the assessments, a steering committee will meet monthly, and the consultant is expected to outline the program at an upcoming meeting (March or April). The program requires public outreach and two presentations before council as part of the process.
During Mayor, Council and Staff comments, resident Beatriz Wallace reported problems with an ADT Solar installation at her home, saying the installer left the panel box uncovered, installed large battery boxes she believes are unnecessary for residential use, and has not responded to her repair requests; Mayor Nidy said he will ask the Building Official to inspect the installation during a scheduled appointment. Battalion 10 Chief Ronald Martinez reported there were no calls for Cloud Lake in January and will present the annual fire rescue report at the March meeting.
No council votes were taken specifically on utility policy changes or the solar complaint at this meeting; follow‑up steps include consultant presentations about the Resilient Florida assessment and a Building Official inspection of the solar installation.
