The clerk also described the public comment procedure and said members of the public were asked to limit remarks to three minutes; the communications director reported that no hands were raised for oral communications.
Before recessing, the clerk read the closed session items the council would consider under California Government Code. The first item was a conference with labor negotiators under Government Code section 54957.6 involving the agency’s designated representative, Margie Fowler, deputy city manager, and employee organizations including the International Association of Firefighters Local 3716 and the California League of City Employees Association regarding middle‑management employees. The clerk listed a second item as a conference with real property negotiators concerning Nelson and McCall property and a separate right‑of‑way acquisition for a traffic signal on McCall Avenue. The third item announced was pending litigation under Government Code section 54956.9(d)(4): Venegas v. City of Selma, FCSCF case number 26CUO1955.
The clerk closed the open session by saying, “And with that, we will recess into closed session.” The council recessed; no votes or formal actions were recorded in the public portion of the meeting up to that point, and the council did not announce any outcomes before the recess.
Because the matters were set for closed session, the council did not discuss details, proposed settlement amounts or negotiating positions in public. The council is required by law to report certain actions taken in closed session, if any, when it reconvenes in open session, but no such report was made before the meeting recessed.
