Cloud Lake council reviews proposed land swap to gain lake access during site visit

Mayor Russ Nidy convened the Town of Cloud Lake’s special meeting at 10:05 a.m. on Jan. 18 for a site visit and discussion of a proposed land swap involving Lots 9 and 10 on Shannondale Road. The council heard from property owner Ray Pola, who proposed giving the Town submerged land that includes The Preserve’s littoral shelf in exchange for the remaining portion of Lot 10 that contains the entrance to The Preserve.
Pola explained that conveying the submerged littoral shelf and granting the Town a perpetual easement would encumber that shoreline so nothing could be built on it, while the portion he would receive would allow the two platted lots to be reverted and developed as two single-family lots rather than a duplex. He showed the site to council members and said the combined frontage of about 170 feet could be split into two lots with roughly 85 feet each. Pola also pointed out 7½-foot side building setbacks and noted a 40-foot county easement on Lot 10 that provides access to The Preserve. He said he would remove invasive plants and some trees on the south lakefront of his property as part of the plan.
The council received a memorandum from Town Attorney Bill Doney highlighting potential legal issues with the proposed exchange involving the former Newell property; the memorandum was placed in the record for council consideration. During the site visit attendees also observed damage and dead trees in The Preserve that would need removal if the Town obtained the littoral shelf.
No formal action or vote was taken at the special meeting. Mayor Nidy told the council that the proposal would be discussed further at the Town Council meeting on Feb. 13, 2025. The special meeting adjourned at about 11:00 a.m.
The record of attendance shows Vice Mayor Marion Chateau-Flagg and Council Member Kathleen Hoock were present; Council members Alexandra Powell-Sardinas and John Tyson were noted absent. Also present at the site were property owner Ray Pola and Tom Lisi of Glen Ridge. A memorandum from Town Attorney Bill Doney was submitted to the council for review.
