Selma City Council approves LLMD rates and places delinquent-parcel charges on Fresno County tax roll

The Selma City Council on July 21 adopted three related resolutions to set annual assessments and certify unpaid abatement charges to the Fresno County tax roll.
City Engineer David presented Resolution 2026-74, the city’s annual engineers’ report for Landscaping, Lighting and Maintenance District (LLMD) No. 1, saying some zones show small increases while others decreased based on estimated maintenance, utility and street-lighting costs. He said the draft report had been provided to council on June 16 and that the public was noticed twice; no residents spoke during the public hearing.
Finance staff then presented two companion items: Resolution 2026-75, confirming the environmental code officer’s report on parcels where the city performed abatement for weeds, rubbish or hazard removal and seeks recovery of costs; and Resolution 2026-76, confirming administrative citations for code violations to be placed on the tax roll. Council opened each hearing, received no public comment, and approved each resolution by roll call vote. The clerk recorded unanimous approval for the three items.
Why it matters: approving the engineers’ report and certifying unpaid charges allows the city to collect assessments through the county tax roll, which ensures ongoing maintenance funding for LLMD zones and recovers city costs for code-enforcement abatement when property owners do not comply.
What comes next: staff will work with the finance department to submit the assessment roll and certification documents to Fresno County for inclusion on the 2026–27 tax bills.
