Priest River council approves security cameras, updates utility discount and adopts fee schedule

At its Nov. 3 meeting, the Priest River City Council unanimously approved security camera installations at the water and wastewater treatment plants, updated the utility discount policy to exclude income earned by minors, adopted a revised building and zoning fee schedule effective Nov. 3, and approved a surety addendum for River View Ridge; two items were tabled for more information.
The Priest River City Council on Nov. 3 approved a set of routine measures, including purchases of security cameras for the municipal water and wastewater treatment plants, an update to the utility discount program, and a new building and zoning fee schedule effective Nov. 3, 2025.
Council President Turner moved to approve two CompuNet proposals for installation of security cameras at the water treatment plant (not to exceed $7,892.10) and at the wastewater treatment plant (not to exceed $16,366.40); Council Member Mullaley seconded the motion, which passed unanimously. The council did not record individual vote tallies in the minutes.
The council also approved changes to the Utility Customer Service Policy and Procedure to clarify that income earned by minor household members will not count toward total household income for the Utility Discount Program. Council Member Brower moved the change and Council President Turner seconded; the measure passed unanimously.
On land-use and development matters the council approved Addendum Number 3 to the security agreement with SUF Holdings, LLC for the Villages at River View Ridge development. Council Member Brower moved approval and Council President Turner seconded; the motion passed unanimously.
The council adopted Resolution 25-056, a revised Building & Zoning Fee Schedule, to take effect Nov. 3, 2025. Council President Turner moved the resolution; Council Member Brower seconded and the council approved it unanimously.
Two items were deferred: a citizen request from Ron Stocking asking the city to provide snow plowing on Finley Avenue was tabled until the next meeting after a motion by Council Member Mullaley and second by Council President Turner; the potential acquisition of Bonner Park West from Bonner County was tabled for additional information.
Council Member Brower moved, and Council Member Mullaley seconded, approval of Resolution 25-057 to transfer funds into the State Investment Pool; that motion also passed unanimously.
Mayor Jeff Connolly opened the meeting and issued routine reminders about right-of-way parking during snow season and to vote on Nov. 4. Jim Martin provided a written update on progress at Two Rivers Park. Police Chief McLain and Director of Utility Operations Sifford delivered verbal or written departmental updates; Planning and Zoning Administrator Gabell reported on building and zoning matters. No members of the public spoke during the public comment period.
The council adjourned at 6:48 p.m. The minutes were signed by Mayor Jeff Connolly and attested by City Clerk/Treasurer Laurel Thomas.
