Committee approves drinking-water rule package incorporating EPA standards and corrects distribution pressure language

The Senate Resources & Environment Committee approved two interrelated DEQ rule dockets on Jan. 28 that update Idaho’s public drinking water system requirements and correct a recent technical change to distribution system pressure.
Jerri Henry, Drinking Water Protection and Finance Division Administrator at DEQ, told the committee that Docket No. 58-0108-2501 sets requirements for water quality, monitoring, reporting and public notices and incorporates two Environmental Protection Agency rules: the Consumer Confidence Report Rule (CCR) and the Lead and Copper Rule Improvements (LCRI). She said the chapter was reorganized to clarify enforcement and operating criteria.
On Docket No. 58-0108-2502, Henry described a narrowly tailored technical correction to revert the maximum static distribution pressure language to the pre-2023 standard after the 2023 revision to an 80-psi maximum produced unintended implementation consequences. Henry requested approval with an effective date of sine die so the correction could take effect without delay.
Jeri DeLange of the Idaho Rural Water Association testified in support of the drinking-water rule docket and read a letter of support into the record. The committee approved both dockets on voice votes: Docket No. 58-0108-2501 (motion by Senator Guthrie, seconded by Senator Cook) and Docket No. 58-0108-2502 (motion by Senator Taylor, seconded by Senator Guthrie).
