Senate committee backs consolidation of Soil and Water Conservation Commission into IDWR

The Senate Resources & Environment Committee on Jan. 26 voted to send RS 33025 to print, a concurrent resolution supporting consolidation of the Soil and Water Conservation Commission (SWCC) into the Idaho Department of Water Resources (IDWR).
Senator Harris told the committee the resolution aligns with statewide reviews of policy, statute and agency structure intended to improve efficiency, citing Governor's Executive Order 2025-06 and the Idaho Code Cleanup Act and noting the resolution proposes retaining the core missions of both the SWCC and IDWR. Harris also referenced a letter of support from the Soil and Water Conservation Commission (Attachment 1).
Senator Guthrie asked how the Fiscal Note’s projected $107,000 in personnel savings would be achieved if consolidation moved forward; the minutes record the request for that detail but do not record a staff response. Senator Guthrie then moved that RS 33025 be sent to print; Senator Taylor seconded the motion and it carried by voice vote.
The committee took no further recorded action at the meeting; sending the resolution to print advances it for further legislative consideration.
