Hesston council approves Wheatland Square plat, several trail and contract items; schedules Neighborhood Revitalization hearing

At its April 13 meeting the Hesston City Council approved a series of development, capital and contract actions and set dates for upcoming work and hearings.
The council acknowledged Planning and Zoning’s approval of the Wheatland Square Final Plat and accepted the public dedications shown on the plat, authorizing the mayor and staff to sign related documents. The council also approved a quote to install four steel 10x42 H piles for the Hesston Trail bridge abutments at a cost not to exceed $16,075; the motion carried with a 3-0 tally and Michael Wallace recorded as abstaining. Council members voted to table recommended subgrade modification work from consultant Schwab Eaton; that motion carried 4-0. Separately, the council requested that PLI resume trail work on April 27, 2026 with proof rolling to be completed by May 1, 2026.
The council approved Resolution No. 1201 to set a public hearing on the proposed Neighborhood Revitalization Plan for May 11, 2026 at 6:00 p.m. The meeting minutes record the scheduling motions and outcomes but do not list individual roll-call votes for every item; tally results are recorded where noted in the minutes.
Contracts and other approvals included an Insurance Broker Fee Agreement with Fuqua Insurance Group for an $18,000 fully earned service fee for the April 1, 2026–April 1, 2027 policy term (excluding workers compensation), with Larry Fuqua abstaining from that vote; and approval of a $5,700 performance contract with Big Fat Fun for the July 4 event. The council also set the 2027 Council/Staff Budget Work Session for May 18 at 7:00 a.m. and agreed to hold a special meeting on April 27 at 6:00 p.m. to consider Wheatland Square business.
The council entered a 20-minute executive session at 8:10 p.m. under K.S.A. 75-4319(b)(2) to discuss legal matters and resumed public session at 8:30 p.m. with no binding action taken; the meeting adjourned at 8:35 p.m.
