Preston council adopts $20.05 million FY2026 budget, approves employee pay schedule

The Preston City Council on Aug. 25 adopted Ordinance 2025-7, appropriating $20,051,506 for fiscal year 2026 beginning Oct. 1, 2025. Councilmember Chris Larsen introduced the ordinance and the council voted unanimously to dispense with multiple readings and adopt the measure.
City Treasurer Kelly Mickelsen summarized the proposed budget at a public hearing, noting that the budget “includes the 3% property tax that is collected from Franklin County,” that “the employees will receive a 3% pay increase,” and that it funds a roughly $1 million street project on 4th East and a wastewater treatment plant project. The council closed the public hearing after there were no oral or written comments.
The council also approved the County Commission Budget Certification (Form L2) and authorized Mayor Dan Keller to sign the form. In addition, the council adopted Resolution 175, the employee salary schedule for FY2026, effective Oct. 1, 2025. All three votes passed unanimously.
The ordinance sets total appropriations of $20,051,506 for the coming fiscal year. Budget tables included in the agenda packet show total non‑property revenues and grant assumptions that contributed to the overall funding picture for the city.
Council members present who voted Aye on the ordinance were Todd Thomas, Terry Larson, Brent Dodge and Chris Larsen. The ordinance and related certifications conclude the council’s formal budget actions for FY2026; implementation steps include signature of the Form L2 and administrative processing of the approved salary schedule.
