Hays accepts 2025 audit with no significant deficiencies; approves consent appointments

The City of Hays accepted its 2025 audit on April 9 after a presentation from auditor Jami Benyshek of Adams Brown. Kim Rupp, the city's director of finance, introduced Benyshek and told the commission there were "No Significant Deficiencies" in the audit findings.
Benyshek reviewed the audit, the single audit and the governance letter and "praised the City for a great audit," according to the transcript. Commissioner Shaun Musil moved and Commissioner David Vilaysing seconded to accept the audit as presented; the motion passed with all members present voting aye.
The commission also reviewed a consent agenda of proposed appointments that will be presented for approval at the April 23 commission meeting. Nominations included Dustin Schlaefli, Jim Schreiber and Michael Vitztum to the Hays Area Planning Commission/Hays Area Board of Zoning Appeals; Aaron Dreher and Jesse Tilson to the Hays Convention & Visitors Bureau Advisory Committee; Emily Roth and Sue Ann Tebo to the Hays Public Library Board; and several students to the Youth Leadership Advisory Board. Commissioner Musil moved and Vice Mayor Alaina Cunningham seconded approval of the consent agenda; that motion also passed unanimously.
City staff will file the audit documentation as required by state statute and prepare the April 23 consent agenda for formal appointment actions.
