Hays City Commission approves previous minutes and authorizes two brief executive sessions

The City Commission recorded approval of the March 19, 2026 work session minutes "as presented." Later in the meeting, City Manager Toby Dougherty requested an executive session for consultation with City Attorney staff regarding attorney/client privilege. Commissioner Sandy Jacobs moved to recess to executive session at 5:40 p.m. for up to 30 minutes; Vice Mayor Alaina Cunningham seconded. The recorded ayes listed Mason Ruder, Alaina Cunningham, Sandy Jacobs and David Vilaysing.
Commissioner Shaun Musil left the meeting at 6:03 p.m. At 6:10 p.m., Dougherty asked for a second executive session for up to five minutes for the same purpose; Jacobs moved and Vice Mayor Cunningham seconded. The recorded ayes for the second request included Mason Ruder, Alaina Cunningham, Shaun Musil, Sandy Jacobs and David Vilaysing. The minutes state that no action was taken during the executive sessions. The work session was adjourned at 6:12 p.m. The minutes were submitted by City Clerk Jami Breit.
