Board makes Route 12 May detour permanent, adds stops in corridor
Summary
KTA approved making a detour for Route 12 permanent, shifting alignments to Hall of Fame, Summit Hill and Western Avenue and adding stops near 11th Street, Dedrick and a blood bank; staff said the change was about a 13% mileage shift and below the agency's 25% major-change threshold.

The Knoxville Area Transit board voted to make a temporary detour on Route 12 permanent after staff described the routing changes and their expected impact.
Umar, the agency's planning manager and interim director of operations, described the change as moving Route 12 away from Cumberland and 17th to serve Hall of Fame, Summit Hill and Western Avenue with additional stops near 11th Street, Dedrick and a local blood-bank medical facility. "It was about 13% change, and that was primarily in mileage, not service hours," Umar said, adding the shift did not meet the agency's 25% threshold for a major service change.
Isaac said the detour has been in place as an operational detour since May and staff recommended formalizing it because the trial period showed it functions as intended. Commissioners confirmed the alteration would not remove any existing stops and that the change aims to better serve nearby passengers. A committee member moved to approve the modification, the chair seconded and the motion carried by voice vote; the transcript records the chair saying, "Motion carries."
The board did not provide a roll-call tally in the meeting record. Staff also said they may add a few stops in the corridor to improve access; details such as exact stop locations and implementation dates were not specified in the meeting transcript.
