Staff recommends keeping downtown Hays one-way streets; 10th Street conversion possible

Deputy City Manager Collin Bielser presented staff findings on whether to convert several downtown one-way streets to two-way traffic. He said Fort, Ash, 6th and 7th Streets were inspected, earlier studies were reviewed, and staff consulted KDOT and Union Pacific Railroad to assess traffic- and infrastructure-related constraints. Bielser said staff does not recommend converting those streets at this time.
Bielser noted recent changes that prompted a revisit of the issue, including the relocation of the Hays Police Department to 12th and Fort and school realignments tied to USD 489. He said that, as an alternative, converting 10th Street between Main and Fort could be done with minimal impact. Commissioners thanked staff for the information, indicated the cost was higher than they had anticipated, and did not direct staff to move the item forward at this time.
