City staff (Mr. Hawley) explained that federally funded inspection programs historically focused on vehicular bridges; for pedestrian‑only conversions the federal inspection schedule may no longer apply and the local community becomes responsible for regular inspections. Because of the Gay Street bridge's age, the consultant who led the stabilization project recommended annual inspections and periodic cursory checks to ensure public safety.
The council approved the inspection contract on a voice vote. Staff noted that while earlier completion than the contract term is possible, equipment lead times and the contractor's other projects could require full use of the allotted schedule.
