Hesston Council approves Wheatland Square project package, financing and engineering contract

The Hesston City Council on April 27 approved a package of actions to move the Wheatland Square Subdivision forward, adopting resolutions and an ordinance, authorizing petitions and financing mechanisms, approving a developer agreement with Lange Real Estate, LLC and awarding an engineering work order to Professional Engineering Consultants (PEC).
Council Member Michael Wallace moved to authorize Mayor Susan Swartzendruber to sign petitions for public improvements in the Wheatland Square Subdivision as the property owner and to accept the executed petitions for consideration by the governing body; Larry Fuqua seconded and the motion carried 5-0.
Brad Unruh moved to adopt Advisability Resolution No. 1199 approving the Wheatland Square improvements, the benefit district and the assessment method and directing required publication; Michael Wallace seconded and the motion carried 5-0.
The council adopted Work Ordinance No. 010-2026-236, authorizing construction of the Wheatland Square public improvements and approving associated financing through special assessments, general obligation bonds and temporary improvement notes. The motion carried 5-0.
Brad Unruh also moved to adopt Resolution of Intent No. 1200, which sets a public hearing on the proposed Wheatland Square Reinvestment Housing Incentive District (RHID) Plan for June 8, 2026, at 6:00 p.m., and directs publication of the notice and distribution to required governing bodies; the motion passed unanimously.
The council approved the Developer’s Agreement with Lange Real Estate, LLC, authorizing the use of special assessments and RHID financing and permitting the city to execute documents necessary to implement the agreement. Michael Wallace moved the approval; Kevin Logan seconded and the vote was 5-0.
Council members approved Work Order No. 26-05 with Professional Engineering Consultants (PEC) in the amount of $212,870 for engineering design, bidding assistance and construction administration services for the Wheatland Square public infrastructure project, and authorized the mayor to sign the agreement. Kevin Logan moved the work order; Larry Fuqua seconded and the motion carried 5-0.
The special meeting, held at the City Council Chambers / Municipal Court Building at 110 E. Smith Street, began at 6:00 p.m. and was adjourned at 6:40 p.m. following a motion by Michael Wallace and a second by Brad Unruh that passed 5-0.
Next steps: the public hearing required by Resolution No. 1200 is scheduled for June 8, 2026, at 6:00 p.m., and city officials are authorized to execute the petitions, developer agreement and PEC work order to implement the project as described during the meeting.
