The Hays City Commission approved several operational and procurement items on March 26.
Sanitary sewer cleaning: Jeff Crispin, director of water resources, said the department issued an RFP and received seven bids for the annual cleaning and inspection program covering Area 4 (about 118,198.53 linear feet). Staff recommended awarding the light‑cleaning and inspection contract to Dakota Municipal Solutions LLC for the low bid of $133,028.65, with an additional $16,971.35 authorized for medium and heavy cleaning and patching as needed, for a total not to exceed $150,000 funded from the water reclamation and reuse repairs and maintenance budget. Commissioners approved the contract authorization by motion; vote was 5–0.
Centrifuge maintenance: Crispin also described a sole‑source quote from Environmental Process Equipment Company (EPEC) to perform 10,000‑hour maintenance on the wastewater facility centrifuge. The quoted cost of $48,572.28 is under the $50,000 budget; staff said parts would be sourced from Germany and downtime is expected to be 2–3 days. Commission authorized the city manager to sign with EPEC; motion passed 5–0.
Financial approvals: The commission accepted the February 2026 financial statements presented by Director of Finance Kim Rupp, who reviewed revenues, expenditures and investment balances. The financial report was moved and seconded and approved 5–0.
