Resident raises property-damage, notification concerns as Roberts schedules right-of-way permitting hearing

Mayor Robert Berlin opened discussion of proposed amendment Ordinance 2026-572A (right-of-way permitting) after staff reported concerns arising since the ordinance’s January adoption. Staff identified specific issues including costs for Digline utility-locating tickets that fall outside contracted amounts, increased utility marking requirements and a pattern of citizen complaints about inadequate notification of right-of-way projects.
