Roberts council adopts two ordinances, approves building permit and $10,000 engineering agreement

Mayor Robert Berlin presided over the Roberts City Council meeting on April 14, 2026, where the council adopted two ordinances that change development and site-improvement rules, approved a building permit and a professional services agreement, and granted a new local business license.

The council adopted Ordinance No. 2026-574, an amendment to Ordinance No. 498 that adds definitions and establishes regulations governing single-family attached dwellings in the R-2 and R-3 zoning districts and requires development agreements for planned-unit developments and projects proposing attached dwellings prior to final plat approval. With no substantive discussion, Council member Casey Burns moved to suspend multiple readings and approve the ordinance; the motion passed on a roll-call vote with council members voting in the affirmative.

The council also adopted Ordinance No. 2026-575, amending the city’s site-improvement rules to require permits for site improvements, require visible address numbers for new construction consistent with adopted fire code, adopt Idaho Standards for Public Works construction, and amend penalties for violations. That ordinance likewise passed after the council suspended multiple readings and approved it by roll call.

In other business the council approved a business license for Lucky SS LLC, doing business as Binbusters. Owners Sydney and Skyler Silcock described the mobile pressure-washing business and community cleaning events; the license was approved by motion and unanimous vote.

The council approved building permit RP002210130078 for a relocated Boise Cascade stick-built home to be moved from Rexburg and placed on a basement foundation; Tim Olsen, project manager and property owner, described the relocation. The permit was approved and assigned number 2026-1003.

The council also approved a professional services agreement with Keller Associates, described by Jaden Jackson as an as-needed engineering contract limited to labor and materials with a not-to-exceed amount of $10,000; the agreement is intended for plan and permit reviews and other engineering support. Council discussion touched on fee structure and anticipated development needs before the motion to approve passed.

The meeting closed after routine updates on traffic concerns, a wastewater study funded by the Department of Environmental Quality, community center preconstruction scheduling and water-facility bid timelines, a maintenance report, approval of bills, and adjournment.
