Cloud Lake council approves budget transfer, facility-use policy, landscaping contracts and first readings of flood-code changes

Cloud Lake’s Town Council on Nov. 14 approved a series of routine but consequential local actions, including a budget transfer to pay completed landscaping work, adoption of a facility-use policy for the Town Council Chambers, acceptance of annual landscape maintenance contracts, and first readings of two changes to the town—lood ordinance.
Mayor Russ Nidy opened the meeting at 7:01 p.m. and the council unanimously (4-0, with Council Member John Tyson absent) approved a motion by Council Member Kathleen Hoock, seconded by Council Member Alexandra Powell-Sardinas, to amend the FY2023-24 budget to transfer $5,855 from the Flood Control/Drainage line to Town Hall Landscaping to cover payment to Tom Lisi for completed work. The consent agenda (Sept. 12 minutes, clerk—reports and financial reports) was approved in the same vote.
The council also adopted a formal Facility Use Application and Policy for renting the Town Council Chambers after a motion by Hoock and a second by Powell-Sardinas. Palm Beach County Fire Rescue will inspect the Town Hall to establish the room—maximum capacity before the policy is implemented.
On ordinances, Town Attorney William P. Doney read Ordinance No. 162 by title and said the amendment is required by FEMA to conform with federal changes effective Dec. 5, 2024. The council passed Ord. No. 162 on first reading, 4-0 (Tyson absent). Doney then read Ordinance No. 163 by title and explained the provisions duplicate requirements already in the Florida Building Code; the council passed Ord. No. 163 on first reading, 4-0.
Council also approved an agreement with Florida Power & Light for a new street light on Shannondale Road at a cost of $7.47 per month. Mayor Nidy was authorized to sign the agreement; discontinuing an existing outside light near the airport noise monitor would reduce overall monthly costs by about $37.
