Lincoln County to solicit bids for EMA vehicle; planning commission to post state‑funded floodplain manager job

At the July 21 meeting, Lincoln County commissioners authorized two departmental moves: Emergency Management staff may solicit bids for a replacement vehicle and the regional planning commission may post a state‑funded floodplain manager position.
County staff said changes in the Emergency Management Performance Grant (EMPG) terms reopened opportunities to use federal grant funds to offset department wages, freeing budget capacity to support a new vehicle. EMA staff said the current 2020 Dodge Ram pickup has more than 103,000 miles, is at risk of losing four‑wheel drive and that an enclosed command‑style vehicle or large SUV would improve storage and operational reliability. Commissioners approved soliciting bids; any purchase will return for approval after bid review.
Laura Graziano, community resilience planner with the Lincoln County Regional Planning Commission, sought and received approval to post a floodplain manager job funded by the Maine Office of Community Affairs. The position was graded at grade 16 (same as planner positions) and will be fully funded by the state contract; the planning team expects to fill the role by mid‑fall and said the job will support communities on floodplain management, FEMA community rating system enrollment and flood insurance issues.
Both motions passed unanimously. County staff said they will return to the board with bid results for the EMA vehicle and with any necessary budget adjustments if a purchase is recommended.
