Councilmember Paige Byram formally introduced the ordinance, and the council voted to dispense with multiple readings and have the ordinance read by title.
Councilmember Mitchell J. Hart moved to adopt the ordinance; Councilmember Ryan Carpenter seconded. A roll‑call vote recorded ayes from Hart, Daniel Larsen, Carpenter and Byram; the ordinance passed with no nays.
Supporters said the change clarifies enforcement and provides a non‑detention option for youths the ordinance identifies as 'beyond parental control.' The council did not record additional conditions or amendments to the ordinance during the meeting.
The ordinance takes effect according to the city's standard ordinance adoption schedule; City Clerk Andrea Haderlie read the ordinance by title at the meeting. Any future enforcement actions or administrative rules implementing the 'beyond parental control' process will be handled by the police department and city staff.
