Soda Springs council adopts two zoning ordinances, approves park storage, library funding and event support

The Soda Springs City Council on May 6 adopted two ordinances and approved several community and facility measures including park storage for the city ice rink and an increased city contribution to library renovations.
By roll call the council adopted Ordinance 718, which rezones an in-city parcel from R2 (combined residential) to C2 (community commercial), and Ordinance 719, which annexes approximately 12.84 acres and designates it C2 on annexation. Attorney Thomas Smith told the council the annexation process requires publication and submission to the Idaho Tax Commission before finalization; council members recorded aye votes for both ordinances (Council President Mitchell J. Hart, Councilwoman Paige Byram, Councilman Ryan Carpenter, and Councilman Daniel Larsen).
On park operations, Director of City Services Dan Squires explained the city’s application for two 20-foot shipping containers at Kelly Park to keep ice-rink equipment stored on site over the summer. After reviewing Planning and Zoning criteria and city code section 17.68.020, the council approved the conditional use permit following the planning commission’s recommendation.
The council approved the Friends of the Library’s phase-four request for the upper-floor refresh, agreeing to increase the city contribution by $5,000 to support window coverings, added storage, a counter and a replacement railing. Friends representatives said the group will host an open house once work is complete.
The council also approved modest event support for a proposed immersive performance in Kelly Park, agreeing to donate $500 in cash and provide up to $1,000 in in-kind support (porta-potties, mosquito abatement, and the use of ATVs for event logistics), with liability waivers to be used for participants as advised by the city attorney.
Council authorized up to $14,000 (with change-order contingency) to replace the City Hall drive-up window and adopted a first amendment to extend the Direct Communications pole agreement through July 7, 2031, allowing continued use of city poles for internet service.
Most motions were unanimous and recorded as “all were in favor” or passed by roll call. The council also reviewed project updates, budget calendar scheduling, and scheduling for the Ledger Creek ribbon-cutting.
