Soda Springs council adopts financial, utility collection and procurement policies

The Soda Springs City Council adopted three ordinances and policy resolutions on April 15 to strengthen fiscal controls, standardize utility collections and align procurement practices with statewide guidance.
Clerk Andrea Haderlie presented Resolution 2026-5, which establishes a written financial policy framework intended to support grant applications and long-term fiscal planning. Councilman Ryan Carpenter moved to adopt the resolution and Councilwoman Paige Byram seconded; the motion passed unanimously.
Haderlie then presented a revised utility collection and disconnection policy, codified as Resolution 2026-6, to explicitly include water and sewer accounts. Councilman Daniel Larsen moved adoption; Councilman Carpenter seconded and the council approved the revision.
For procurement, Haderlie proposed a written policy to satisfy grantors' requirements that the city follow a recognized procurement standard. City Attorney Thomas Smith recommended adopting the Association of Idaho Cities procurement manual 'as updated' to avoid frequent amendments. Councilman Carpenter moved to adopt Resolution 2026-7 adopting the AIC manual and allowing future updates; Councilwoman Byram seconded and the motion carried.
All three measures passed by unanimous vote of council members present. The policies are intended to ensure consistent procedures for grant compliance, collections and purchasing going forward.
