Woolwich introduces fee-schedule ordinance and adopts consent agenda including Kingsway land‑use resolution

Woolwich Township Committee introduced Ordinance 2026‑14 on June 15, initiating an update to Chapter 95 (Fees) that committee members said had not been revised in more than a decade. Mayor Matthias told the committee the fee review took more than a year, was compared with similar municipalities and was reviewed by the Joint Land Use Board attorney. The ordinance was introduced on a motion by Deputy Mayor Nocentino, seconded by Committeewoman Williams, and the committee recorded unanimous support to introduce it.
At the same meeting the committee adopted a broad consent agenda (Resolutions R‑2026‑294 through R‑2026‑317) in a single motion, noting several routine infrastructure and administrative actions (bond acceptances and reductions, escrows, change orders and payments for park and bikeway projects, NJDOT grant applications, maintenance bonds, police promotions, and veteran tax deductions). Deputy Mayor Nocentino moved and Committeeman Frederick seconded the consent motion; roll call votes were unanimous.
One consent agenda item, R‑2026‑317, would authorize use of Block 18.01, Lot 1 for athletic fields and open space by the Kingsway Regional School District. Mayor Matthias said the agreement — negotiated for about eight months — would give Kingsway a 10‑year period to construct fields and include maintenance and priority‑use provisions, but she noted the resolution has not yet been approved by Kingsway’s board and may return to the township for amendments. When committee members asked about environmental language in the agreement, the Township Engineer said the phrasing was state‑mandated and prior soil sampling indicated no cleanup was necessary.
The consent agenda also included two NJDOT grant resolutions (R‑2026‑300 and R‑2026‑301) to submit grant applications for Back Creek Road and the Center Square Road Bike Path connection; the engineer confirmed the application language uses state‑mandated text.
The ordinance introduction and consent agenda adoption moved the proposals forward; further action on the fee ordinance and any changes to the Kingsway agreement will appear on future agendas if needed.
