Woolwich adopts $19.3 million 2026 budget with no local tax increase

Woolwich Township Committee unanimously adopted the 2026 municipal budget on June 15, approving Resolution R‑2026‑293 after a presentation by Chief Financial Officer Yvonne Bullock and auditor Michael Welding.
The adopted budget totals $19.3 million and, officials said, includes no increase to the township’s local purpose tax. Bullock and Welding told the committee the township employs about 97 full‑ and part‑time workers, budgeted $5.7 million for salaries and wages, $5.2 million for other operations and roughly $4 million for debt service. Total outstanding debt (principal and interest) was listed at about $57 million, a net debt percentage of 2.06%, below the 3.5% statutory limit.
Committee members asked questions during the presentation about an empty dedicated‑assessment sheet (CFO Bullock explained Woolwich has no dedicated utility such as sewer or water) and about the debt ratio (auditor Welding described the calculation and said current growth helps manage obligations). Mayor Matthias and other members were told the township’s revenue package includes about $4.6 million from surplus, state aid, grants and miscellaneous fees.
The committee opened the public hearing on the budget; no members of the public spoke. The committee first adopted Resolution R‑2026‑291 (to read the budget by title only) and then approved Resolution R‑2026‑292 authorizing the budget self‑examination; both motions were followed by final adoption of R‑2026‑293. Deputy Mayor Nocentino moved each motion, with Committeewoman Williams seconding. Roll‑call votes were recorded as unanimous with Committeeman Frederick, Committeewoman Minhas, Committeewoman Williams, Deputy Mayor Nocentino and Mayor Matthias voting yes.
CFO Bullock also explained that Woolwich is self‑certifying the budget this year under the Division of Local Government Services process; municipalities certify every third year, and next year’s budget will be submitted to the State for review. The committee thanked staff for the work that kept the tax rate stable.
