HAYS, Kan. — The City of Hays Governing Body met March 26 and handled routine business including approval of February financial statements, consent items, and community updates.
Finance Director Kim Rupp reviewed month‑to‑date general fund sales tax collections of $1,029,720, an increase of $94,675 (10%) compared with the same period last year; staff noted the collections were primarily from December and that the six‑month average was up about 3% and down 0.5% year over year. Rupp also reported total U.S. Treasury par value of $2,000,000 and a portfolio of certificates of deposit totaling $74,500,000, with total investments up $7,460,740. Commissioner Shaun Musil moved and Commissioner Sandy Jacobs seconded approval of the financial statement; the motion passed unanimously.
The Commission approved the consent agenda, which included a Cereal Malt Beverage License for Wild West Festival, Inc., and mayoral appointments to the Hays Convention & Visitors Bureau Advisory Committee: Ian Trevethan (Sternberg Museum of Natural History) and Emmy VanDerWege (AmericInn by Wyndham). The motions carried on unanimous votes.
Deputy City Manager Collin Bielser presented the monthly progress report on city activities. Melissa Dixon, Director of the Convention and Visitors Bureau, presented upcoming events in Hays for April. In commission inquiries and comments, Commissioner David Vilaysing encouraged entrepreneurs to apply for the IRB program; commissioners thanked city staff for maintenance efforts and praised business improvements. Mayor Mason Ruder recognized the Special Olympics held in Hays and encouraged continued community effort.
