Committee approves IDPR fee rule docket but excepts two sections over manager authority and fee increase

The House Resources & Conservation Committee on Feb. 25 approved Docket No. 26-0120-2501, a fee rule governing administration of park and recreation areas, but excepted Sections .075 and .250 after committee debate.
Susan Buxton, director of the Idaho Department of Parks and Recreation, presented the docket and explained the rule-making process and fee comparisons. Rep. Mendive moved to approve the docket "with the exception of Sections .075 and .250," stating that Section .075 "gives unchecked authority to the park or program manager," and that the fee increase in Section .250 "does not appear to reflect the will of the people." Director Buxton responded to committee questions about fee adjustments tied to specific sections.
The committee carried the motion by voice vote. After the rules action, Buxton delivered an abridged annual update on the department's properties, revenues, new property acquisitions and recent camp facility improvements across the state; she then stood for committee questions. With no further business, Chairman Mendive adjourned the meeting at 3:05 p.m.
