Committee advances H 569, S 1222 and SJM 108 and agrees to hold four bills

The House Resources & Conservation Committee advanced three measures to the House floor and placed four others on hold during its Feb. 5 meeting in Room EW40.
Chairman Mendive requested unanimous consent to hold H 565, H 566, H 567 and H 568; Rep. Mickelsen initially objected but later withdrew the objection and the hold was granted. The record shows the committee was briefly put at ease and then reconvened before the consent was finalized.
H 569: Rep. Sauter presented H 569, describing it as a bill that legalizes operation of a ski boat with a driver-and-skier combination within specified time frames and seasons and requires the driver be at least 18 and hold a valid driver's license. Rep. Shepherd moved to send H 569 to the floor with a DO PASS recommendation; the motion carried by voice vote. Rep. Sauter will sponsor the bill on the floor.
S 1222: Rep. Pickett presented S 1222, saying the legislation clarifies last year's measure on measuring domestic water use by adding explanatory language. Rep. Mickelsen moved to send S 1222 to the floor with a DO PASS recommendation; Paul Arrington of the Idaho Water Users Association and Mathew Weaver of the Idaho Department of Water Resources spoke in support. Motion carried by voice vote; Rep. Pickett will sponsor the bill on the floor.
SJM 108: Rep. Boyle presented SJM 108, saying ranchers have not been reporting depredations because of alleged threats of losing grazing rights; the joint memorial would make that concern known to the federal government. Rep. Raybould moved to send SJM 108 to the floor with a DO PASS recommendation; the motion carried by voice vote and Rep. Boyle will sponsor on the floor.
