Kiowa Public Works Authority approves trash rate hike and $100 potable water fill-up fee

The Kiowa Public Works Authority voted Nov. 20, 2025, at Kiowa City Hall to raise trash collection rates through Republic Services by 5.06% for all residential and commercial customers, effective Jan. 1, 2026, and to add a $100 fee for each potable water fill-up. The motions carried unanimously.
The rate increase was approved on a motion by M. Sexton, member of the Public Works Authority, seconded by T. Horn, member. The board recorded unanimous yes votes from M. Sexton, J. Ray, T.S. Barker, T. Horn, D. Drake, J. Hasty and K. Burgett. The water-fill fee was approved on a motion by D. Drake, member, seconded by T.S. Barker, member, with the same recorded votes.
The trash-rate action will apply to service provided through Republic Services and is scheduled to take effect Jan. 1, 2026, at an increase of 5.06% for all residential and commercial accounts. The agenda included a separate proposed amendment to the trash price-resolution, but no vote was taken on that amendment at this meeting.
Board members also approved routine financial and purchases reports presented by Tracy Reed of RSMeacham CPA & Associates. Reed presented the financials and the purchases report; each was approved by unanimous vote earlier in the meeting.
Staff reported that the water system is currently testing well. Meeting notes also say a tree previously knocked the water plant offline at one point and that an aerator has since been removed. A rate-study item tied to Jared Nicholson was on the agenda; Nicholson was not present and is scheduled to attend a special meeting on Dec. 1, 2025 to present the rate study.
