Woodburn council adopts ordinance and resolution, signs bridge interlocal agreement and hears water utility report

The Woodburn City Council on June 1 adopted Ordinance 26-1444 and Resolution 26-289, approved an interlocal cooperation bridge agreement with Allen County and heard a preliminary engineering report on proposed water utility improvements.
Mayor Kelsey called the meeting to order at 7:00 PM. Clerk-Treasurer Hileman presented the May 18, 2026 minutes and the warrants for payment; Council Member Gerig moved to approve the minutes (seconded by Council Member Gentz) and later moved to approve payment of the warrants (seconded by Council Member Haas). Both motions "carried unanimously," with the minutes noting approval by all present; the minutes do not record an individual roll-call for each voter.
Mayor Kelsey opened a public hearing on the Water Utility Improvements Project at 7:51 PM. The public hearing record in the minutes was brief and the hearing was closed at 7:57 PM. Representatives from Commonwealth Engineers then presented a preliminary engineering report on the proposed improvements; the presentation provided technical findings for council consideration but the minutes do not record any formal action to authorize or fund the project at this meeting.
Representatives from the Allen County Highway Department attended to discuss an Interlocal Cooperation bridge agreement. Council Member Haas moved to sign the agreement, seconded by Council Member Gerig; the motion was recorded as carried unanimously.
Council Member Haas moved to read Ordinance 26-1444 by title only, with Council Member Gentz seconding; Council Member Gerig then moved to approve the reading and to adopt the ordinance, with Council Member Haas seconding both motions. The minutes record the ordinance reading and adoption as having carried unanimously.
Rachel Black of the Allen County Department of Planning Services attended to discuss Resolution 26-289, concerning 2026 pay 2027 real and personal property compliance with Statement of Benefits (CF-1) forms. Council Member Gerig moved to read and adopt Resolution 26-289 (motions seconded as recorded); adoption was recorded as unanimous.
Clerk-Treasurer Hileman said an appraisal had been completed for city-owned property at 22121 Main Street; Mayor Kelsey said she will follow up to move the sale forward. Council Member Gentz raised concerns about weeds at the AG Plus property, and Council Member Gerig questioned Superintendent Walls about reports someone had dumped dirt on that parcel. Herb Anderson provided updates on the New Allen Alliance; these items were noted for follow-up rather than immediate council action.
The meeting adjourned at 8:24 PM. The next regular meeting is scheduled for June 15, 2026 at 7:00 PM.
