Kiowa authority says KEDDO grant won’t cover lake generator; bids due Oct. 23

Jeri Ann Hasty reported that an email from City Engineer Robert Vaughan showed remaining REAP grant funds cannot be used to purchase the planned lake generator, reducing the project budget by about $28,000.
Hasty told the authority the only confirmed external funding currently available is a KEDDO grant totaling $75,826.15, while the generator is estimated to cost more than $100,000. She said any costs above the KEDDO award would need to come from Kiowa Public Works Authority funds.
According to the discussion, the authority does not yet have final pricing: bids for the project will be solicited and Robert Vaughan is scheduled to present the bids at the Town Council meeting on Oct. 23, 2025. No formal motion or vote was taken on the project funding at the Sept. 25 meeting.
Why it matters: the gap between grant funding and the expected purchase price creates a potential budget shortfall that the authority would need to cover or address through alternative funding. Authority members asked for bid information and timing before any decision on using local funds.
Next steps: the engineer will bring bids to the Oct. 23 Town Council meeting; the authority will consider those figures before authorizing purchases or reallocating KPWA funds.
