Sherman commission approves stair replacement, authorizes administrative approvals for generator and fill

The Sherman Inland Wetlands & Watercourses Commission unanimously approved a stair replacement at 17 Candlewood Lake with conditions and voted to allow the I/W agent to administratively approve a 26 kW generator at 96 Route 37 South and 400–500 yards of fill at 1 Candlewood Lake Drive, finding minimal wetland impacts.
At its July 21 meeting the Sherman Inland Wetlands & Watercourses Commission approved an amended application to replace stairs at 17 Candlewood Lake Drive and authorized the I/W agent to handle two other minor applications administratively after site review.
Tom Talamantez attended representing Lauren Handelsman for Application #06-26; the applicant removed a proposed patio and wall from the plan and sought approval only to replace existing stairs to match the upper steps with bluestone treads and block risers. Commissioner Steve Cohen moved to approve the application with three conditions: the permit must be on site for the duration of the project, the contractor must contact the I/W agent before work begins, and erosion controls must be installed and inspected by the I/W agent. Commissioner Karen Forbes seconded the motion and it passed unanimously.
For Application #07-26, Paul and Anne Robin (96 Route 37 South) did not attend; I/W Agent Tim Simpkins said he inspected the site with a representative from Audette Electric and determined the proposed 26 kW generator would not impact a wetland or watercourse and that impacts were likely minimal. Commissioner Forbes moved to authorize the I/W agent to approve the application administratively; Commissioner Cohen seconded and the motion passed unanimously.
For Application #08-26, John Ottaviano (1 Candlewood Lake Drive) attended and described plans to bring approximately 400 to 500 cubic yards of fill onto his property within the regulated area. Commissioners reviewed maps and photographs and concluded the work did not occur in a wetland or watercourse; Commissioner Cohen moved to allow the I/W agent to approve the application administratively, Commissioner Forbes seconded, and the motion passed unanimously.
The commission also approved its June 16, 2026 meeting minutes by unanimous vote and noted correspondence including an affidavit of publication and lake treatment notifications. The meeting adjourned at 7:45 p.m.
