Krebs panel tables nine-unit apartment permit after fire-marshal, survey and DEQ questions

The City of Krebs Planning and Zoning Commission on Dec. 3 tabled consideration of a building-permit request for a proposed nine-unit apartment at 270 Electric (Block 144, Lots 9–12) after commissioners identified multiple outstanding technical and procedural issues.

Presenter Alan Martin said concrete slabs and plumbing work already exist on the site and that his engineer believes prior site work preserves a Feb. 6, 2024 permit. Commissioner Larry Coxsey countered that the permit may be invalid under a 180-day inactivity rule and said the city needs confirmation from the state fire marshal. "You should have a detailed drawing coming to us for the sprinkler system," Chairman Mark Moy said; Alan Martin responded that preparing sprinkler plans and testing hydrants could cost about $30,000 and that testing and plan preparation can take "60 to 90 days." Martin told the commission he intends to coordinate with his engineer, Jonathan Strayhorn, and with firms that perform hydrant flow testing.

Commissioners pressed for a corrected survey that clearly shows building setbacks and for documentation of any required DEQ or utility permits to bore a water line under the highway. Commissioner Larry Coxsey moved to table the item until the applicant provides state fire-marshal plan-review documentation, hydrant-test results and a corrected survey; James Garigin seconded and the motion passed unanimously. The commission said it will consider a special meeting if the applicant supplies the requested materials before the next regular meeting.
