Krebs council tables dam repair contract amid bid and legal concerns

The Krebs City Council on Dec. 17 voted to table a proposed contract with CACY Wood Construction Company LLC to pour concrete and repair the Krebs Lake dam after disagreement over procurement requirements and the absence of legal counsel.
Council members debated whether the council had received the three bids Dan Heathcock said are required for work in the $35,000–$100,000 range. Heathcock said he had not seen three bids and moved to table the contract; Mayor Tommy Ray Walker said he had only one bid and was trying to meet year-end deadlines. "If y'all don’t want to do it, that's fine," Walker said, adding he was trying to rush the work to avoid regulatory fines.
Councilman Dan Heathcock moved to table the contract until three bids can be produced; Connie Poole seconded the motion and the council voted to table. David Bailey asked about funding and whether the work would come from leftover water-tower funds; Mike Kern confirmed the water-tower account as the likely source.
The council also discussed the need for an attorney to advise on the procurement and any legal exposure. Walker said the city has been searching for counsel who specializes in municipal law and acknowledged a recent local attorney's decision not to serve the city further. "We might have to go out of town to do it, but we got to find somebody that knows a lot more," Walker said.
The tabling keeps the city from issuing a contract immediately; council members said they want written bids and legal review before proceeding. The council did not set a new target date for reconsideration at the time of the meeting.
