Putney Selectboard pauses meeting after warning error; schedules April 4 special meeting to meet VTrans compliance date

Putney’s Selectboard paused business at the start of its April 2 meeting after the Town Manager said the session had not been legally warned, and scheduled a properly warned special meeting for 6 p.m. on April 4 to take up the VTrans Annual Financial Plan & Certification of Compliance, which is due April 15, 2025.
The Town Manager told the board the legal-warning issue made it inappropriate to continue with substantive agenda items. The Selectboard agreed to defer all listed items and hold the special meeting so the required VTrans certification can be completed in a session that meets warning requirements.
Multiple agenda items were tabled pending the special meeting or a future regular meeting, including approval of the March 19, 2025 minutes; warrants to the treasurer; the town manager’s report; a Municipal Code of Ethics (Town Clerk); a Conflict of Interest & Ethical Conduct Policy and a Code of Ethics Investigation & Enforcement Ordinance proposed by Fletcher Proctor; a proposed conservation easement for Forest for Learning; and a Community Services appropriations status update. A Roman Catholic Church property listing and a Rescue Inc. status report (presenter: Jeannette White) were also placed on the agenda and tabled.
Before adjourning, the board completed routine business on scheduling. Aileen Tulloch moved to adjourn; Peg Alden seconded. The motion passed, and the meeting adjourned at 5:35 p.m. The Selectboard’s next meetings are the special meeting on Friday, April 4, 2025 at 6 p.m., and the regular meeting on April 16, 2025 at 5:30 p.m.
