State Affairs committee sends wildfire mitigation measure to print after brief presentation and liability questions

The Senate State Affairs Committee on March 20 voted to send RS 32714, a reintroduction of amended S 1124 addressing wildfire mitigation standard of care, to print after a brief presentation and limited questioning.

Senator Den Hartog moved that RS 32714 be sent to print; Vice Chairman Bernt seconded the motion. Senator Ruchti raised a procedural and substantive question comparing the new ‘rebuttal of presumption’ standard with the earlier ‘substantial compliance’ standard for liability, and the minutes record that further discussion on that liability comparison would occur during formal bill consideration. The committee then took a voice vote; the motion carried by voice vote and the minutes note the measure was sent to print (tally not specified).
