The Proctor Selectboard voted on March 23 to consent to a proposed settlement with Kevin McNeal concerning a dispute over a photograph, following an executive session for confidential attorney–client communications.
Selectboard member Albert Wenta moved that the board consent to the proposed settlement as recommended by the Vermont League of Cities and Towns (VLCT) and town counsel, with the town’s financial contribution limited to the town’s insurance deductible. Jay Thorton seconded the motion, which the minutes record as unanimously approved.
The board entered executive session at 6:55 p.m. under 1 V.S.A. § 313(a)(1)(F) to discuss privileged attorney–client communications. The motion to enter executive session was made by Albert Wenta and seconded by Jay Thorton; the board invited the town’s attorney Shap Smith, PACIF General Counsel Philip Woodward and Town Manager Judy Frazier to join.
