Proctor Selectboard signs loan agreement to advance wastewater project; sludge removal eligible for 50% subsidy

The Town of Proctor Selectboard unanimously approved a loan agreement on March 23 to advance the wastewater treatment facility (WWTF) into Step 3, the engineering services and construction phase, and to prepare the project for public bidding.
Jason Booth, the presenter on the WWTF project, told the board the work is moving into Step 3 and that once the state has the loan documents the town will prepare to solicit bids, which he estimated would occur in about two weeks. Booth said the sludge removal portion of the project “will be eligible for 50% subsidy.”
Selectboard member Albert Wenta made the motion to sign the loan agreement; the motion was seconded by Selectboard member Bruce Baccei and was approved unanimously. The minutes record that reimbursement final approval for sludge removal was shared under sewer-related business; the Board of Sewer Commissioners did not formally convene to take a separate vote.
The action moves the project from funding and design into procurement. Next steps, as presented to the board, are submission of loan documents to the state and posting construction bids once the state processes the paperwork.
