Proctor Selectboard reviews $1.1 million in orders, directs manager to trim FY27 budget to 4%

The Town of Proctor Selectboard on Dec. 8 reviewed and signed Selectboard orders totaling $1,106,385.59 and discussed the town’s draft budget for fiscal year 2027. Selectboard member Bruce Baccei moved to approve the agenda, and Jay Thorton later moved to approve the Nov. 24 minutes; both motions were seconded and approved by the board.
The board examined an initial FY27 budget draft that showed an 11% increase; after revisions by the town manager and the Selectboard the second draft showed a 5% increase. Town Manager Judy Frazier was directed to search for additional reductions to reach a 4% increase target without cutting services. Frazier presented manager-level and Selectboard-level changes and will return with more detail on proposed cuts.
Board members handled routine procedural items during the meeting. The motions to approve the agenda and the Nov. 24 minutes were recorded as approved; the minutes state all motions passed unanimously unless noted. The board did not convene as the Board of Water Commissioners or Board of Sewer Commissioners during this meeting.
Next steps: the Selectboard asked the town manager to identify additional reductions and to report any recommended changes back to the board for further review ahead of finalizing the FY27 budget.
