River Ridge CDD appoints Keith Merrill to vacant seat and adopts officer slate

At its Oct. 22 meeting the River Ridge Community Development District appointed Keith Merrill to the vacant Seat 1 and adopted a resolution electing board officers.
Bob Schultz nominated Keith Merrill to fill Seat 1; on motion by Schultz and seconded by Robert Twombly the board voted unanimously to appoint Merrill. Cleo Adams, a notary, administered the Oath of Office. Staff and counsel reviewed required ethics training, public records obligations, the Sunshine Amendment and filing obligations including Form 1 and Form 8B for voting conflicts.
The board then considered Resolution 2025-01, which elected the following officers: Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as Assistant Secretary. The resolution also removed James Gilman from the Board; the motion adopting Resolution 2025-01 passed unanimously.
District counsel and the manager explained implications for training and disclosure; staff will provide materials and schedule required training and filings. The oath administration and materials were provided as part of the onboarding package for the newly appointed supervisor.
