Board approves RG Architects retainer and Bowman signage plan for Pelican Sound

The River Ridge Community Development District on Oct. 22 authorized procurement steps for gatehouse redesigns and approved a master signage program for Pelican Sound.
Eric Long presented RG Architects, P.A.’s fee proposal to redesign two gatehouses, describing the work as a facelift rather than demolition and noting the main gate needs removal because of repeated vehicle strikes. The board discussed zoning, elevation certificates and construction considerations; Charlie Krebs said a new elevation certificate will be needed and that construction plans may be available from the development order.
Because the $62,500 design cost is below the threshold for the Consultant’s Competitive Negotiations Act process, the board authorized Bowman to retain RG as a subconsultant under Bowman’s standard terms and authorized the chair to execute documents after review by district counsel and the manager. The board noted design and permitting are expected to take 12 to 18 months and that the CDD will purchase construction improvements; RG’s work may be invoiced as an up-front deferred cost and reimbursed when project financing is issued (construction expected in 2026).
Separately, the board approved Bowman Consulting Group’s proposal for landscape architecture services to replace monuments and master signage throughout the CDD; neighborhood monument replacements are budgeted under Pelican Sound replacement reserves.
Eric Long said RG provides 3D renderings that convey the visual appearance and feel of the project, and Kurt Blumenthal will serve as the board liaison for communications and monthly updates. Work will be coordinated with neighborhoods and brought forward for additional approvals as required.
