Trent Woods ordinance empowers Budget Officer to make limited transfers, sets transfer restrictions
Summary
The FY2025–26 Budget Ordinance authorizes the Budget Officer to prepare departmental transfers with approval and to effect interdepartmental transfers up to 10% of a department's allocation; it also sets restrictions on contingency use and salary increases requiring Board authorization.
Section 4 of the FY 2025–26 Budget and Tax Levy Ordinance authorizes the Budget Officer to prepare departmental transfers with the Department Head's approval and to effect interdepartmental transfers (within the same fund) not to exceed 10% of the appropriated monies for a department whose allocation is reduced. Memoranda of such transfers are required to be presented to the Board at its next meeting.
Section 5 places restrictions on transfers and contingency usage: fund transfers (except as noted in Section 4) must be approved by the Board; utilization of contingency appropriations requires Board authorization; and no salary increases beyond those set forth in the budget may be made without Board approval. Section 6 directs finance-related administrative rules, including use of the federal mileage reimbursement rate and discretion for town depositories by the Finance Officer.
The ordinance also specifies procedural distribution of the adopted budget and assigns administration of the budget to the Budget Officer, with the Finance Officer responsible for maintaining records consistent with applicable North Carolina statutes. These administrative authorizations are intended to streamline intra-budget adjustments while preserving Board oversight for larger changes.
