Council adopts consolidated fee schedule; planning fee rises to $375

The Mosier City Council adopted Resolution 2026-03 on May 6, 2026, approving a consolidated fee schedule for fiscal year 2026-27. Finance Director Monica Morris presented the proposal, which includes a planning application fee increase from $350 to $375 and utility rate adjustments described by staff as necessary because long-term projections were outdated.

"We proposed the planning application fee increase from $350 to $375 and utility adjustments to reflect current projects, growth, and maintenance needs," Finance Director Monica Morris told the Council. Councilor Ron Wright moved to adopt the resolution; Councilor Gary Lindemyer seconded. The motion passed unanimously (Ayes: Anderson, Estes, Koerner, Cannon, Wright, Lindemyer, Campbell).

Councilor Lindemyer asked about commercial bulk water charges; City Manager Andrea Rogers explained that the previously adopted commercial bulk water rate—established in response to demand during the Mosier Valley well crisis—would remain unchanged and that bulk water rates outside city limits are substantially higher than standard residential rates. Mayor Witt Anderson also noted that grant-funded capital improvements are expected to improve efficiency and reduce future operating costs. The hearing was opened for public testimony and no members of the public spoke.
