Ocean Ridge staff recommends ICC methodology and interim fees to meet July 1 Florida deadline

Staff presented a two-step approach to comply with recent state legislation affecting private-provider permitting rules and fee calculations. The staff presenter told the commission the relevant changes are effective July 1, 2026, and recommended adopting the International Code Council (ICC) square-footage methodology as an interim step. Using historic permit data from 06/01/2025 through 06/01/2026, staff said the town recorded $34,608,618 in construction value and set a building-department revenue target of $700,000, which produced a derived ICC multiplier of 0.02023 ("$20.23 for every $1,000 of construction value").
Staff also proposed a new 0.5% technology charge on permit fees, a private-provider oversight fee of $150 (flat, building-official rate), and an $80 town administrative fee. The presenter said these figures are conservative and that staff will monitor revenue versus expenses and return midyear to "true up or true down" the rates if necessary. The commission voted to accept the interim methodology and directed staff to bring a formal resolution with final fee details at the July meeting.
