Council votes to let Midstates RDA membership lapse at established termination date

Council debated three options for the city's role in the Midstates Corridor RDA: do nothing, adopt an ordinance to remain until the RDA's termination, or adopt a withdrawal ordinance effective at the RDA termination date. City legal counsel said there was no statutory path to an earlier unilateral withdrawal and that the RDA had established a termination date of Dec. 31, 2027.
A councilmember moved to "take no further action and allow the RDA and all associated memberships to terminate on 12/31/2027." After discussion about strategy and recent consultant work, the motion carried on a recorded vote of 5 in favor and 2 opposed. Councilmembers said the decision allows the city to remain aligned with the RDA's established timeline while avoiding further entanglement or early withdrawal steps that legal counsel said were constrained by prior RDA action.
City counsel noted the practical effect of the vote is to allow membership to expire on the RDA's termination date and to continue monitoring RDA activities and any developments that might warrant reconsideration.
